Thorkell is hard-working, knows what you are trying to explain and search for, and has affordable rates. Honestly, as long as you want anime-style art, you won't find anything better than Thorkell. I admire his work ethic the most. He is quick with the work, sends regular updates, and understands payment procedures. As long as you talk with him, everything will flow smoothly.
