An author can decide what is and what isn’t in their work. If an author says the sky is green, it is green. If an author says wolfkin are furries or whatever, they are.

It’s this reason why I always get annoyed when I hear for the two hundredth time that the dragons in Skyrim aren’t dragons they’re wyverns. No they are dragons, that’s just how dragons are in that world, there are no wyverns in TES. Why? Because Todd said so.

Depends on the setting, tho. While W-undomestic-dogs can be wolfkin demi-humans, they're mostly defined by not being able to control or being forced to go furry in certain situations. Demi-humans are mostly just weeaboo fetish bait.
