At the moment, there are no "Questions" dropdown category on ScribbleHub Discussion. But most of the posts there are questions, if I'm not wrong.
Pinned comment refers to the answer to the question posted. Maybe the thread creator can pin the correct best answer for him or her. Or it could be sorted based on likes or upvotes. The moderators can also pin the correct answer because they will know more about the site and most probably, their knowledge are more up to date.
It will help people with the same question find the answer quickly. It will also help avoid duplicate posts because the answer is already out.
