Esper specifically refers to someone with psychic powers. ESP is short of Extra Sensory Perception. So, some potential overlap.

It is a large family of superpower types. Esper comes from E.S.P. or extra-sensory-perception. Espers have psychic, mental, or otherwise mind-based powers. Usually they don't need anything like mana or other resources for their powers to work, with simple concentration being enough for them to use their abilities. Sometimes they have 'psi' or something similar as a necessary resource, a bit comparable to mental stamina. Their foundational abilities are focused on enhanced or non-traditional senses, or moving themselves or objects in their environment. Common abilities include:

psychometry: the user is able to understand the nature, composition, and history of objects, usually touch dependent. A skilled user may be able to mimic the skills of a talented tool user if they obtain the tool they used, for example becoming a boxing expert if they wear a famous boxer's glove. Some could even read the correct answer off of a test paper they are given in school.

psychokenisis: the user is able to move themselves and/or objects with their mind. This is probably the most commonly described. In powerful users this can evolve into a forcefield that repels bullets, crushing momentary impacts that can divert apocalypse meteors, or a pseudogravity strong enough to create a black hole. Psychokinetics capable of creating black holes can do so by accident when under extreme stress, so governments target them frequently for kidnapping and extremely stressful human experimentation projects.

telepathy: the user is able to read the thoughts of others and/or send them their own. There is often a target restriction and/or a distance restriction. The thought projection part can evolve into mind control and psychic thralldom. Some users can project illusions into others minds using this, and the illusions seem tangible since they are fed straight to the mind as if they were received by the sense organs.

precognition: the user is able to understand likely futures. Sometimes this manifests as merely hunches when presented a choice. However this is often instead difficult, straining, triggered sporadicly with little or no control, and capable of leaving the user incapacitated for a while. The user often faints and dreams a vision about themselves in first person doing something in the future. Not a pleasant ability, as users are frequently given visions of death or trauma, and often their own. Some users are badly burdened, with unlucky happenings in fact becoming triggered by the user's vision of them.

teleportation: The user can teleport. This can be either instant transmitting style or portal opening. When the user can teleport even small objects the lethality is extremely high, for example with pebbles teleported into brains. Portals often have severing power, creating the smoothest surfaces physically possible. Clever uses include opening the portal in your own body to detach your hand and fire a rocket punch while still having it attached through the portal.
