Liquid definition
The state of matter in which a substance exhibits a characteristic readiness to flow and little or no tendency to disperse, and is amorphous but has a fixed volume and is difficult to compress.

For something to be wet it must by covered in liquid.
To be liquid it must be able to flow, and be amorphous.
Any part of a liquid is covered by the other parts of the liquid.
Like covering your face with your hands. Same body but it can cover itself.
So unless you have a single molecule of water. It is wet.
