Ow, fun !The bloodline grows...
Last time I did it (like years ago) was by just making a single vampire sim. I was too impatient to grow a family, so I did it by socializing and turning every other Sims.

My objective is to have inbred vampire. Like, if they marry the city residents, change them into vampires, have baby vampires that will become adults and go marry the city residents, etc... How many time do you think it will take for the vampires to have no choice but be inbred because there aren't any city residents anymore ?

I play the sims 4, but even in the 3 I had the technique to prevent them from moving out, it was to turn every maried couple into a playable household. So, for example, the son maries someone and goes out of the family. I would play with that new couple, making sure they have children and building a nice house. Then I would go back to the parents to go and marry off the daughter, and play with her for a while. Once all the kids of the first parents are married, setteled and with kids, I play again with the first son, making his children grow up and marry them off, playing a little bit until they all have a house and family. Then I would go back to the first daughter's house, do the same, etc...!!
I'm actually wondering how you would do that. What version are you playing in? Mine was TS3.
If I were to do your objective, my biggest problem would be how to stop my moved out (to another lot) vampire households from moving out of the town. And if I don't fill that empty lot, a normal townies household will join. It's tiring, because in every saves i had played, the game seemed to try to force out households constantly.
Other than that, I don't think it'll be too long. After 3 or 4 generations of normal sim, it'll snowball to your advantage.

Since each household had changed into a playable one, they can't make them move out
