The shoulders are way to wide. Makes her look like a man.

You're correct. It's the puffy shoulders of the dress she's wearing. Here's the reference of the dress I chose.

Look at the shoulder/head ratio in both of those. The reference is way way better, with the shoulders only being like 1.5 times as big as the head. Yours is like 2 to 3 times bigger

Except her head (in the referense) is half torso in the size and bigger than her bust, so obliviously it's enlarged, which is nothing new for anime, but non necessary a right way to draw character.
