Going by my own experience I would say that characters are secondary to the main premise of the story. Look at how LitRPGs are popular and tell me that people read those for the strong characters.

But I guess that depends on your genre, I think that depending on what you are writing it changes the importance of what matters more, characters or plot.

I like how many people say "It's obvious!" and yet the results are about 50/50.
I think it's partially due to the phrasing. A story that has an interesting plot with standard-cliche characters that have no internal depth would be more popular by numbers, sotry with fun characters would be more popular in reviews/discussion.
Look at 90% od CH/KR novels (and I suspect 90% of JP LN as well, but they seem less popular recently)
