From what I see of the third example, their shift key is broken and they are lazy to press caps lock double to write one letter.

Well, all caps is not that uncommon in traditionally published titles, though, they tend to use small caps for a more refined look than just plain all caps.

I disabled my caps lock. I can hold down the shift key when I want to yell.
