Only I have just four minutes to find a building that’s exactly six stories tall, get to the roof, and jump. Probably not enough time.
Which leaves the first choice, setting the building I’m in on fire and getting my cat outside before the flames fully catch. Technically satisfying the conditions. So, that, then. Technically correct, the best kind of correct.

Technically, for option 2, you didn’t say when we will get those powers. So we can say as soon as I jump off the building, I acquire all those powers, allowing me to safely fly away invisible and unhurt.

Option 1 requires me to survive before being able to use magic so that has a higher risk factor than option 2.

In case of option 1 there is a chance that i can survive by using some wits like going in with wet blanket covered or with a water hose (You did not say we could not )

In case of option 2 there is a heavy chance i will not survive, For your knowledge i have seen 6th floor and i assure you, I can't even see what's on ground clearly even with any kind of safety gear i am sure i will die and just in case i survive the fall i will die of blood loss till the ambulance came or in way to hospital.

So yeah a burning building is way to go LOL

Second. Why? Because once I have jumped, the action is completed already, and I can now fly or teleport to safety. Or just regenerate after hitting the ground. The first one explicitly states I must survive, the second doesn't. And depending on the super regeneration, even if I did have to hit the ground for it to count, I could possibly regenerate it off anyways.

Working off of a little loophole you left in the options, I'll go for the second option.

Case-1: I choose the option, get the powers, teleport off, save my family and not jump off in the first place. (It doesn't explicitly say that I have to jump off/hit the ground before my powers come...)

Case-2: I jump off, teleport after just a second or so, save my family and land in the water or something to cushion my fall. (Same reasoning as above...)

Case-3: Jump off, break my spine or something, regen and walk away... (and maybe save my family too)

Oh, and in all three options, I'll probably go invisible and dump the people I hate in outer space...

I’ll be completely honest doing either is incredibly unlikely for me just due to the fact I’ll freeze up and not due anything out of fear.
So realistically I’d still be 20% likely to do number two as it’s wouldn’t be that unrealistic to think I’d trip or fall over the edge while freezing up.

2 would mean i would be running away and not saving anyone so i would choose 1. The guilt from doing nothing would kill me inside after all.
