There are many ways to harm or kill a dragon by bypassing it's scales. Sliding a blade between the scales on the belly, going for the eyes, attacking inside the throat (pretty risky that one, typically ill-advised),

clamp shut the jaw while one is using it's breath attack, attack up the 'waste disposal orifice', or attack the soul directly with magic.

Oh, and tear into the wings (or just pin them to the body) while it's in flight so it falls, the impact on that'll be devastating, and blunt weapons in general could be used to deal internal damage without needing to pierce the scales.

I have long since spent the time considering how to kill a dragon despite its near-impregnable scales.
