people got superpowers from potions, the poor had potions that also brought side effects. There was a potion that made people loop in time.
The city would get destroyed after a set amount of time

no, it is not it. The story had skills in bottles, like Charisma or Luck, and Luck's bootleg version was irrc Fluke. There was this chick who'd always overdose at the end of the loop and blow up, taking the city with her.
I think the story was written in some 2020-2021
