I mean, programming in the moral weakness detection AI is probably going to make production harder, but could provide better long term results assuming that it sits down and suppresses its aura of evil any time the room is full of hard targets. It could go for a dark chosen one vibe, probably.

This tablet is evil
It’s old (we can extrapolate that it might as well be indestructible).
And it can corrupt people.

And here’s what we need to know, but you didn’t tell us.:blob_popcorn_two:
Does it simply manipulate people to follow its evil goal, while maintaining the rest of the personality as normal? Or does it affect the mind in many ways to bring about its evil goal (increases rage, lessens empathy, etc).
Is the corruption inevitable?
Is the corruption permanent even if the tablet has stopped corrupting?
Does the corruption make physical effects, making it obvious?
What is the tablet’s goal?
What is its strain of evil?
… I’m not making more questions. Just know there is a crap-ton more on top of these that need to be answered.

It will corrupt specific people it feels that would contribute to the campaign. A person can resist and evade, but the promise of power and vengeance can leave an impression, even if their vengeance can be a dumb reason. The corruption does not have to be physical. It could affect the mind by say, having their rage be their dominant aspect of them. Once you accept the power, you can't change back unless you want to or have a powerful artifact(No one has that McGuffin and no one wants to change because they have become deeply engrained in the power.) Some people have retained some parts of their personality.

It will corrupt specific people it feels that would contribute to the campaign. Then the tablet should select individuals perfect for fitting in an organization under a banner of vengeance. It would likely succeed best under a charismatic individual with enough capability in managing or learning about large structures of government and would be willing to con others into a cult of some sorts. Corrupt the individual enough, and the moment that threshold is reached then have them pass the tablet to a member of their organization who is equally charismatic, but extremely loyal. Repeat until a Council capable of becoming Cult Leaders in their own right is made under the Cult Leader. All the while, the Cult Leader, who should be extremely intelligent and cunning, will continue pursuing numerous avenues, creating a great reputation whether or not he is committing atrocities. Continue spreading the Tablet around, for shorter periods of time, among necessary, vital components of the cult as it expands throughout an empire. Establish a chain of command via corruption. If it does not succeed in spreading beyond in its origin kingdom due to outside prejudices, then it is time to flip the switch. The Cult Leader will switch from soft core, legal power by forcing the government to commit an outrageous atrocity, or staging one (but that is a dumb idea, because that means there a million and a half ways to go wrong or have the evidence exposed. The Cult Leader, unless the tablet failed miserably, will be smart enough to stress the government into cracking down). Use this staged atrocity as a rallying point and an excuse to turn militant. Send the tablet up to the Cult Leader, then attack with all of the corrupted people with increased power, the vast amounts of adherents to the religion, and turning the uninformed masses who still hadn’t joined, yet appreciated all of the kindnesses the cult used to gain favor, into radicalized members of the cult. Reinforce all of the buildings constructed by the religion or bought by it, and take over with their superior evil powers, popular opinion on their side, and all of the people they seeded onto the government.
