True. I pretty much just go around the map and fire guided missiles at civilians.

That seems wasteful. Subs are not good missiles carriers.

I've robbed a Casino 30 times already. At this point it's not a problem of cost efficiency but sheer ridiculousness and enjoyment.

Well, they make sense, but they are not good platforms as subs have limited space requirements. So you are better going with cruiser for cruise missiles. No need for annoying boosters.

Subs become interesting for strategic second strike capabilities. That is what they are used for.
