This might not be quite what you're looking for, but...
The Eagle's Flight (used to be on SH and RR, but I think it's only on Amazon now, with only the first chapter on RR) is a novel where strategy is a focus, though perhaps not the main focus, much less the sole focus. There are politics, adventure, characters and a little bit of economy sprinkled in besides warfare.
The MC is smart and strategic, but also impulsive.
It is a low fantasy, so while there is magic, it is rarely seen in the story and its workings are never explained.
The MC starts as the squire of a knight, but early on starts leading troops.
There is romance, but the love interest is introduced later on.
No harem.
No smut.

It does not have hard-magic system but it's more versatile system where the smarter and more creative a person is, the more stronger they will be. The MC is meant to be an extremely cunning type.

There is romance in it but it's not the main focus of the novel.
