There's a dragon curse.

How did one fall under it?
And how does one break it?

My take is similar to Lycanthropy - also known as Werewolves.
The 'Dragon Curse' is referred to as Scaliophosia, and is a disease that causes a shift on the genetic level, where your skin begins to rash violently in certain spots, from which will slowly scab over despite not being an open wound - causing the scab to form beneath the skin, an extremely painful process. Overtime, these scabs thicken and harden, becoming durable enough to actually qualify for a weapon if enough of them are gathered in one spot.
The nails will also significantly harden by continuously layer up instead of growing outwards. They still grow outwards, but just extremely slow, and become near impossible to shorten naturally, acting like a claw to anything they dig into. They will also experience extreme dental pain, as they will begin to form calcium deposits above their current set of teeth - slowly but surely knocking all of their current teeth out before extruding, forming sharp, jagged canines that cause bleeding upon formation.
Then, due to the extreme amounts of pain, the victim's eyes will dilate sporadically, their brain responding to low amounts of light extremely bad, causing them to grow wider, but it is highly unlikely that both eyes will dilate at once. Due to the continuous stress, the victim will also slowly hunch over, holding their head still to tolerate the pain - which is how Scaliophosia grows further. Their spine will slowly begin to grow pairs of five dull spikes on either side of their upper-back until it reaches the scabbed area, which it will then slowly push out further, but the scab layer will not break, causing the back to shape and mold itself along with the spine growths - forming the 'wings' of the dragon.
Then, their head will throb painfully, slowly but surely growing misshapen, jagged horns on either side of their head, which could range from two to seventeen horns, all a minimum of five inches long. But, the 'Dragon' part comes from when their brain begins to slow down in specific areas, causing their mind to perceive more than one third of all food contents consumed as a form of toxin, resulting in explosive vomiting which will almost always come up as a light orange due to unstable anatomy.
And, in the final stage, their vocal cords will become strained and stretched to stay together, resulting in disgruntled speech bordering screaming, their mind too far gone to possibly recover and live a human life - the scabbing reaching a layer so thick not even a knife could get through it properly - and they begin breathing and expelling Dragalia fumes.
You can receive it by way of a rare kind of flower called a 'Snap and Fume', one with a dark green stem and a head styled like a rose, with an orange outermost layer that slowly transitions to black towards the center, but the core of the flower is a yellowish colour. Twice per day, one at sunrise and the other at sunset, it will slowly spread out as far as it can, before snapping back together - creating Dragalia fumes.
These fumes cause Scoliophosia.
However, a kind of bug, the Wyrm Wasp, eats the fumes created by the Snap and Fume flower. It is the size of a regular wasp but twice as long, and only two sets of small legs on either side of its body keeping it up, and two sets of wings on its back to make it fly. If this Wasp either stings you, bites you, or is consumed, you will get Scoliophosia.
The only method to break the curse is before the scaling has gotten too bad, and it is by applying the ground up stingers of twenty Wyrm Wasps in their larval state, two outer petals of the Snap and Fume flower, and mixing it with spring water in a stone mortar and pestal. It also takes effect quicker if it is applied directly onto the rash before scabbing begins.
