Firstly, if such a time existed, others would post during it, no longer making it the time when there are no latest updates.


So...just experiment yourself.

Post your chapters during different times, see what time gets most views.

In the statistics page you can see what country your audience is from.

Use that to figure out what time would be best

As Agentt said, pander to your target demographic. If you have a lot of a specific timezone's readers, I'd suggest posting at different times in that demographic's day and finding out when your largest group of readers is most active.
