Resolved RSS feed isn't configured for caching

None of ScribbleHub's RSS feeds currently specify either a Last-Modified or ETag header, which means they can't be cached properly. Not using ETags is bad for anything on the web, but it is unacceptable for something intended to be checked on a regular basis. My RSS reader many feeds on a regular basis, and it should be getting 304 responses if nothing has changed.

Feeds are not meant to be sent from scratch. I understand if you're worried about outdated caches, but using ETags avoids that issue entirely. If you want to know more, here's a guide on the subject.
