In my tower climbing stories. I made it so that every country in the world have at least a tower that humanity forced to conquer to survive, when they enter it, they are teleported/transported into a realm/world/location at the exact same place, and when an individual leaves they exit through the same gate that they entered, regardless if they're bound to someone who entered from a different tower's portal.

The towers are placed in the relative middle of a country.

Now's the problem, how the fuck should I tackle North and South Korea.

They started this genre, they should get a shout out imo, but with their border seperated North and South in the middle in the latitude 38N I believe. Where tf should the gate be that there's only one and they have a border problem? If it's in South Korea, does that means no North Korean that awakes the game system could even contribute to the country? If the gate's in North Korea, does it mean humanity's fucked? Do I have to write up some political stuff that make them "agree to disagree, allow the players to cross border for this exact reason." which sounds risky af because they can use abilities outside of the tower too?

This is just one country I'm speaking about, I believe there's more countries with this problem and at this point I'm scared.

maybe instead of a tower they get a dungeon that connects to the tower?

Well, if you defined that each country is getting a tower each, then why not give NK and SK one each? Geographically and Politically, they are separated bodies of government, right?

Or is it one tower per ethnicity? Or culture? If this is the case, then how would you approach Russia, China, or the myriad of former colonial nations?

You can always have a tower be a little spacey wamey and not conform to the same physical rules as the rest of the world does. You can have multiple entrances in different places, you can have something of a hub that collects peeps from different parts of one country before theyt enter the tower proper. There's a lot of solutions, but I don't think there's an obvious one that won't seem somewhat artificial; you gotta settle on something that isn't perfect, but that your setting can deal with well and that doesn't take too much effort on your part to get right.

You can always go the path of least resistance and treat them as separate countries.

Each country gets a tower. Thus, North gets one and the South gets one. That's it. Game set match. At this moment in time, the countries are defined and separate. While one claims control over the other, there is a clear distinction and a line drawn in the sand. Unless one finishes the fight, they are separate. Thus, you must follow the rules of the world that you've already set. Each gets a tower.

Now, what you could do instead is change the rule. Instead of each country, change it to each Region. Then, place the tower somewhere more convenient (or less?) like on an island or something that the countries both have access to nearby. Now, if you want to keep it country specific, then you certainly can add that political level to it. Because I guarantee you NK wouldn't agree to let anyone in. 100%, you'll cause a war just trying to.

However, if pressure from the rest of the world comes down (including their northern and only actual friend in the world), you can bet NK would get the short end of the stick and be forced to comply. Up to you on how you want to skin that cat, though. Whether they fold nicely with restrictions, only allow entry under escort, or if they choose to fight and go to war with the world over it. It's up to you.

This. You said already that each country gets one, so North Korea and South Korea should get their own.
