I think necrophilia is worse, as it can provide no saving of lives, only provide the little death.
Either becomes better than the other with consent though.
Edit; It also depends on to what extent either act is taken. Necrophilia in looking at a dead picture to get horny vs leading a corpse and cannibalism in getting through a famine vs serial kill/eating.
It can vary very drastically. As you can see, I’ve spent an odd amount of time thinking on this issue.
