Depends on the setting and character. If it's a comedy then be ironic and make the wholesome character wear lewd and vice versa. If not, then base it off personality.

By lewd, I mean short shorts. She's been wearing them all this time but since she's going to become a mother, I kinda feel I want to give her a long dress instead.

But that means no more ass fanservice.
