There are a lot of moments in every day. If there are 100 moments in a day I will be attacked 35 times on average. With a 99% reduction in clown attacks that means 1/100 th normal rate of clown attacks => 0.35% chance to be attacked by a clown at any moment. If there are 100 moments in a day, then I have a 3.5% chance to be attacked by clowns each day.
