Yes, as far as i know, there are no rules against it.
You just have to use the correct sub forum.

And he did this for every chapter. At that point it just became spamming. A rule was made to stop such spamming. The rule was made public and the offender was informed of the new rule via personal message. He still did it, and as a result, he was banned.

Nah, I'd never do that. I would just post the synopsis and the link to the story. How did you get the link to your story with the book covers in your signature?

You put the image link to the story link and the story link inside center. So that your image becomes a button and that button is kept in the center. Also, don't overuse it. There is a maximum height for signatures, where exceeding this breaks the rules.
