Just to add for the non-Touhou fans: the girl at 3:36 is Reimu Hakerei, the 'miko' at the infamous "youkai shrine", who is the primary antagonist of the game. Here you see her jealously guarding her offering box. Despite her greed, she rarely gets offerings due to her god being absent and because the many youkai lurking around the shrine scare away humans. So, she's been resorting to thefts and con jobs.

Her refusal to shut down the scam shrine is the central conflict which starts off the game.
