Only when web serials are actually serious about their writing. And no, just because it is primarily populated by women, queers, people of color, and non-Eurocentric people doesn't mean the output is important, meaningful or of quality. I judged the value of the product based on the product, not on who made the product. I mean, why would I praise something shitty just because a person of color made it? What things like that do is just disgrace the people of color as they will get the reputation of creating shitty things and being praised for shitty things.
