Wisdom:the quality of having experience, knowledge, and good judgement; the quality of being wise.

Like lot of people know what would be the wise thing but they don't remember it at the moment they need to make a decesion . Even when they do remember it they choose to not do it.

What is the word for a person who actually stops and thinks calmly about situations actually remembers the wisdom he knows and follows through it stoically.
Example
when faced with problem his first instinct is to collect information makes hypothesis then heavily uses occlum's razor and chooses the most mundane solution and then just goes on with his life without worrying about the problem. Like he chooses to not worry and instead do something else.

Someone who stops what he is doing occasionally to think if he is using the most efficient method but also does not think for so long that he starts daydreaming and over-planning and waste so much time in thinking about efficiency that he could have just done the thing in that time.

Like having a good idea about how much thought something is worth .

Rational? Logical? Practical? Pragmatic maybe

Actually, Pragmatic sounds very close, though nowadays Pragmatism is sort of a philosophy.
