Tony can't read all stories. It's impossible for him to do that.

He checks stuff like cover/synopsis/genres/tags and approves the novel if it seems to follow the guidelines.

He has no way of manually checking every chapter of every story in the website to see if content that doesn't follow the content guidelines is being released. That's why reader reports are important. The site requires readers reporting things to function.
