Idk, maybe they want everyone to understand it, even if its supposed to be catered to a certain audience.
But some people have bad english/ dont read english well

Actually, I see it as something good because English is the language that everyone else has accepted as a second language. So if even your native language is not English, but you write it in that language, someone in Germany or India can still read it.

With English, you are not excluding anyone from reading your story.

Why are only English language novels allowed??
I would assume other than English being a more common language throughout the world, as most countries at least somewhat promote it as a second language, it also makes it much easier to moderate the site, and know what is going on if you have a universal base language. If everyone decided to write in their own home language, it would invite a kind of instability for the site itself, and a lot would depend on whether or not moderators could even read it. It also would make it a bit more difficult to navigate for readers in general, which devalues the site as a whole, as many might abandon the site out of laziness of not wanting to search through several stories to find one in the language, they are most comfortable reading. Having a single common language isn't the most ideal, but it is a good compromise.

You can also limit people to what they can read if you allow different languages, since I can't read what a vietnamese author would write.

Because of three reasons:
1. Moderating a site for multiple languages is a logistical nightmare.

If you have people writing in Spanish, you need to have a Spanish moderator, but since Tony can't speak Spanish, he's entirely depending on that mod to do things at their discretion. Sure, Tony can google translate to see if the mod is abusing his power or not, but google translate nowhere near good enough to convey context or traditions. It ends up with Tony having to babysit every single language and taking both the arguments of the author and the mod and try to understand the situation without knowing the language.

And then what if the author can't speak English? That's a major headache. If Ai-chan is Tony, Ai-chan wouldn't want to bother with that bullshit either. So Tony will have to either completely trust the moderator or get rid of the problem in the first place. Tony has decided to get rid of problem before the problem starts.

2. It's an English-speaking site.
There is a rule here, all posts must be in English. Ai-chan thinks that's clear enough of Tony's stance on the matter. Why not allow other languages anyway? It is an English-speaking site, catering specifically to English-speaking people. If there is no site catering to your language, then that's not Tony's fault.

If writing in other languages really matters to you, then you should either make the site yourself or find someone else to make the site with you. Or find a site that caters to the speakers of the language you're trying to write on. Because if you write in Spanish, the majority of the people here won't be able to read it, so you're just excluding people based on language now.

3. Multiple language is often bad
Just like writing, if you put a mismatch of 20 different languages in the same novel, you will confuse people a lot. People who think that you have awesome writing skills will likely still be put off by the 20 different languages that they do not know. They will then just not read your novel.

Now imagine if the 20 different languages is applied to the site. You not only have the first problem, you also have the second problem and now you have the problem of everyone from all around the world trying to speak in their language. Not only is it a logistical nightmare, it is also offputting to most people.

Bonus reason
Scribblehub is a one-man hobby project. Tony does not have the resources to hire a whole clan of moderators unlike big companies like qidian and wattpad. Ai-chan doesn't even think he is making much money on the ads. So if you ask him to take on more responsibilities, one day he will just say "I'm done" and leaves. Focusing the site on only one language, English, is a good choice. It doesn't burden him too much and it doesn't make him spend too much time babysitting the project.
