Magic is vague as it could come in many forms. Alchemy requires understanding the makeup of whatever you want to use your alchemy on. Jutsu requires years of training and development that can easily be defeated with a gun or anyone who has a better jutsu. All in all, I would probably go with magic or alchemy depending on the style of magic being used.

Magic is very versatile. It’s very vast. In some story or universe, magic can do what the alchemy and Jutsu do as well. So, I’ll choose magic.

Alchemy is trying to emulate magic through science if you think about it and Jutsus are just situational ninja magic with even more extra steps.

Element bending, which includes jutsu (you need move sets), magic (because it does the muggles and wizards thing) and alchemy (I am looking at Fire Nation and Republic City) .

Magic need mana or a specific sacrifice for use like souls, depending on which version you thinking of

All three are not cheap. I would rather go with ESP and bleed myself out there instead. Or guns and poisons can do the job.
